I have made this pattern twice in the 18 month size, which I found to run a little big for the top and the shorts compared to conventional sizing. It's quite easy and a great stash-buster for a 1/2 yard cut of adorable quilting cotton (exactly what I was looking for). The bias binding part of the instructions did not make sense to me. I reached out to the store owner to ask about them and was just told they work… that wasn't particularly helpful. I abandoned the instructions included for the bias binding and did my own double-fold binding and attachment method instead. Others didn't seem to have this issue, so maybe it was a "me" thing. I thought the results were great and will likely make more.
